Parliament Debates Item of RA Prime Minister’s Election

On October 24, the RA National Assembly continued the work of the regular sitting and passed by voting the bills debated on the previous day.

The RA NA Speaker Ara Babloyan has informed that the RA NA deputy Ruzanna Muradyan presented her resignation. The resignation is considered accepted from the moment of issuance which signs the RA NA Speaker.

Afterwards the parliament launched the debate of the item of the RA Prime Minister's election.

The RA NA Speaker Ara Babloyan has informed that under Part 3 of Article 140 of the RA Constitutional Law the NA Rules of Procedure, the term of the nomination of the RA Prime Minister's candidates has expired.

The Speaker of the Parliament noted that, according to the established order of Part 2 of Article 2 of Article 149 of the Constitution and Part 1 and 2 of the Article 140 of the RA Constitutional Law the NA Rules of Procedure, the RA NA Yelq/Way out Faction nominated Nikol Pashinyan as Prime Minister’s candidate.

Other candidates were not nominated.

The Head of the RA NA Yelq Faction Lena Nazaryan has presented the candidate and clarified that Nikol Pashinyan's nomination is of formal character and has no goal to elect him.

Nikol Pashinyan answered the deputies' questions which related to the candidate's position on the NK conflict settlement. Nikol Pashinyan stressed that there could not be any power in Armenia that could solve the issue without taking into consideration the Artsakh people's opinion.

Afterwards the voiced questions related to making visible the bases of the economy, the tax policy being pursued by the government, the steps directed to the elimination of the monopoly. the possibility of the reduction of the gas and energy prices, the foreign policy agenda, the review of the sphere of the winning games, the decrease of the mortgage credits, the rates of the economic growth, the decrease of the foreign investments, the process of the road map making – the programme of events of the RA-EU Comprehensive and Enhanced Partnership Agreement use, the steps to be taken for ensuring the independence of the judicial system.

Talking about the foreign policy, Nikol Pashinyan recorded that Armenia had never such higher level of mutual trust in relations with the Armenian-Russian and European colleagues, than today.

The MPs Tigran Urikhanyan, Gevorg Petrosyan, Naira Zohrabyan, Sergey Bagratyan, Khosrov Harutyunyan, Vahe Enfiajyan, Araarat Zurabyan, the RA NA Deputy Speaker Mikayel Melkumyan delivered speeches.

In his final speech the RA Prime Minister's candidate Nikol Pashinyan touched upon the reports and viewpoints, presented clarifications, thanking the MPs for sincere debate.

The Head of the RA NA RPA Faction and the Head of the ARF Faction Armen Rustamyan informed that their factions would not take part in voting. The Head of the NA Yelq Faction Lena Nazaryan noted that they would vote abstained.

As a result of voting, with 0 for, 1 against and 11 abstained the Prime Minister's candidate Nikol Pashinyan was not elected.

At the last sitting of the day, under the RA Constitutional Law the NA Rules of Procedure, the members of the government answered the deputies' questions.

Covering the agenda the National Assembly ended the work of the regular sittings.
